Tagging is easy (just start with the @ sign, you’ll learn that if the person has a common first name, i.e. Elizabeth, it’s easier to start typing their last name) … writing dedications or tributes, on the other hand, takes more finesse.
It’s perfectly o.k. to write a new story under your own personal feed if it is inspired by someone else’s writing. You don’t have to call out the writer in your title — you can call them out in your subtitle, as subtitles allow embedded links.
More commonly, you can reference the writer below your story, and it’s nice to include a link to the story itself, which Medium will expand to a handsome preview box.
